Kannel includes all necesary functions to connect to an SMSC running SMPP version 3.4. You are on the right lane ;)

One more... on the Kannel site it says it works with RH 6.2 and Debian Potato..
but I found on the archives that people are running it on RH 9
so, does it work fine on RH 9, Fedora, or still better, Debian Woody or Debian Sarge?
