Is this happening under heavy load? Cygwin threading is known to cause a lot of troubles and is not considered production-level ready. The lesser of your problems will be losing a lot of messages when kannel is under moderate load.
I'd suggest you to try running a virtual machine (VMWare or any similar software) with a stripped linux install if you don't want to fight with cygwin's buggy threads. The first number (5763087) changes but the rest does not. This goes on seemingly forever. I have used 1.4.0 and the latest CVS and the problem still happens.
