First to all, take a look to Kannel user-guide, this manual should
guide you quickly.

There is two ways for send wappushes.
1) Setting up one Push Proxy Gateway (User-Guide Section: "Setting up
one Push Proxy Gateway")
2) Generating a Push PDU as documented in the WSP (Wireless Session
Protocol) specification.

(You can read  specifications from www.openmobilealliance.org).

Basically, WDP and WSP specify how to construct the headers for the
WAP push message, and the push contents can be Service Indication" or
"Service Load", which are documented in the WAP-167-ServiceInd and
WAP-168-ServiceLoad specifications, respectively. And encoded in a
"WBXML" format.
