AT+CPAS question

Sorry for slight OT but I don't know a better place to ask!

Sending AT+CPAS gives +CPAS: 0 Ready or +CPAS:3 Ringing. What I need
to know is if the 3 means its "really ringing" rather than setting up
the call - i.e. still dialling, or having dialled and now waiting for
the ring. Thanks very much.
