Well the SMSC actually implements the store and forward capability, i.e. if the message is unable to be delivered it can store it and try again later. There is nothing to stop attempted delivery via SS7 in the same way the SMSC attempts delivery without actually submitting a message to the SMSC, of course you need an SS7 connection.

bingo!... that's the "hard" part... getting SS7 layer link, AND corresponding SS7 address ranges that are not considered as foo'ish by operators, hence work.

Some operators are attempting SMS delivery in this way, and only passing it to an SMSC if it can't be delivered directly. This reduces the actual loads (and of course the per message license fees) on the SMSCs.
