Carla,

First of all, I'd upgrade to latest CVS. Kannel 1.3.2 is quite old and
a lot of things were fixed since then. Latest CVS is quite stable
(more stable than the "stable" release IMHO).

Please paste relevant log fragments. access.log should show the
message's characteristics, maybe the smsc is wrong.

If you find a message showing this error, try enqueuing again. If the
problem persists it's definitely a problem with message's parameters.
If it doesn't, then it's a kannel bug and it's probably fixed on newer
releases.
