Yes, you got right, Kannel can do that. but for testing purposes, I prefer to test tool using other tools.
Besides, it looks little tricky to create random dlr response for mass sms natively in Kannel. So for this reason I chose SMPPSim for Kannel tests in near real environment. Of course - it is a matter of choice what is closer and better for you. Kannel can test DLRs through the fakesmsc interface. Try routing ppg messages to fake smsc, and if you specify dlr-mask and have the fakesmsc client on, you will get in the client both the message and the dlr in your specified dlr-url.
