did you set this configlines inside your kannel-conf:
admin-allow-ip = "127.0.0.1"
admin-deny-ip = "*.*.*.*"

You must also add the server the script is running on (if not the same as kannel) into the allow section.

I compiled and installed kannel Version 1.4.1 on a Linux (Ubuntu) Server. The Gateway works fine, I'm able to connect to an SMSC (emi) and to send all SMS.
