No you can't. There are only very few numbers which your provider allows. In your case E-Plus will only allow the "Eplus KMZ" (sorry to the list, german word creation by the provider), or Debitel-, Vistream- etc. SMSC if you are a service-provider customer. Anyway the smsc must be registered to the HLR.
