Hi Dennis! The most typical scenario is to charge the users upon MO sending (the carrier charges them as soon as they send an SMS to the short code). Other carriers do it on the MT (when you send an SMS from your short code to the user). And you don't have a way of specifying wether to charge or not the user.
Some carriers may allow you to do both, charge per MO on some short codes and charge per MT on others, or they may give you a bind which won't charge the users and one that does charge them (for the same short code but it's probably not easy to get a carrier give you that). Or you could get a short code which does not charge and another one that does charge, it will all depend on the carrier. There's also the case on the US where they have the concept of Premium billing. All messages are free (std rates may apply) unless you flag them as premium and specify their price on each MT (so you can have multiple price points on the same short code). On SMPP you usually flag the messages as premium and set their price via TLVs (optional smpp parameters). Some non-US carriers may allow you do do something similar, but that's not usual at all.
