Note: The latest CVS has improved throttling handling over SMPP.
I did extensive tests on non-productive binds and the results were
impressive: the latest throttling algorithm Alex M. added a couple of weeks
ago increased the performance and reliability on the throttling algorithm.
At least on my tests, the system was able to sustain the configured TPS
without exceeding it. At the same time, MO's and DLR's performance was
unaffected.

In short: if you're relying on kannel's "throughput" setting, upgrade to the
latest CVS, you won't regret it :)
