Allright. Throughput tells kannel how many SMS/s to send to the SMSc. If you
set it to 1, then that's what you get. This is often required by your SMSc
contract, since they may communicate with you over 100 Mbps Ethernet, but
according to what you pay, they limit that to a certain number of SMS (i.e.
20 SMS/s). Otherwise they reject your extra SMS, and you get a lot of
throttling errors.

Please post configuration. Comment out log-file in smsc group, if you have
any, and repost debug bb logs. This time make sure they include packets

I saw in log file, I don't see any error.
Messages in queue when I get about 100 MOs per second. Kannel sent about 2-3
MT/s , all messages in queue continue sending (count down) in 30 minutes
later.
