No. You are getting a lot of throttling errors in your logs, which will
cause extra delay and transmission will drop below the 10 SMS/s. Besides
your SMSc might stop your service.

Don't ask me. Ask your SMSc or check with your contract. As far as kannel
goes you are set for 100 SMS/s.

Messages in queue when I get about 100 MOs per second. Kannel sent about 2-3
MT/s , all messages in queue continue sending (count down) in 30 minutes
later.
