i was not seeing the submits which was my question, which you answered
although some throttling errors were visible, i wasn't sure which logs to
send

3) If you are getting throttling errors, you will not see 500 submits. The
rest remain in queue.

thus i think i can safely assume that the 400 MT were dropped from the BB
queue hence undelivered (after specified retries) for which i do not see any
mention (submit_sm) in the logs
