That sounds like you've got HUGE amounts of traffic.

DLR for 8 status is not received by remote, but it's kannel who reports
that message was submitted. That's why if you set 31 mask you get 2 DLRs
per 1 MT.

Get rid of apache, install nginx + php-fpm and tune them properly.

Also it might be database bottleneck.

Try submitting MTs with internal storage and without any dlr.php scripts
and see how it goes.
