FRS is only allowed narrowband (12.5 kHz bandwidth/2.5 kHz deviation) on all 22 channels. GMRS is allowed either narrowband or wideband on most channels. For details see https://wiki.radioreference.com/index.php/FRS/GMRS_combined_channel_chart and the links to the FCC rules at the top of the page.
See if you have the same bad audio on the NOAA weather channels. Weak receive audio everywhere could be due a defective or low quality speaker or audio amplifier that drives the speaker.
