I will try that. I did the install several times thinking I was having trouble reading the install screen, because there was not place for the root data. I have not tried an install other than VM if that matters ...

I only did one quick install of F28 in a VM, so I don't remember the details, but I think it was the same as previous versions. The root password and initial user are created during the package installation process after you click the "Install" button.
