Anything special I have to do to it to allow standard
users to start it?

You don't.

$ ls -al /usr/lib/systemd/system/geoclue.service
-rw-r--r--. 1 root root 468 Oct 14 11:59 /usr/lib/systemd/system/geoclue.service

If you look in that file, you'll see that it's a dbus activated service.  It's not intended for manual startup.  It will run when requested.

Indeed that is the idea.

Redshift does this and bombs with a message
that geoclue does not have permission.

$ ls -al /usr/libexec/geoclue
-rwxr-xr-x. 1 root root 313368 Oct 14 11:59 /usr/libexec/geoclue

$ /usr/libexec/geoclue

(geoclue:23024): Geoclue-CRITICAL **: 22:34:01.971: Failed to acquire name 'org.freedesktop.GeoClue2' on system bus or lost it.

The above with or with geoclue.service running
