FWIW, on my F32 system these exist.

/usr/lib64/libgstreamer-1.0.so.0

And are all supplied by

gstreamer1-1.16.2-2.fc32.x86_64 : GStreamer streaming media framework runtime
Repo        : fedora

or

gstreamer1-plugins-base-1.16.2-3.fc32.x86_64 : GStreamer streaming media 
framework
                                             : base plugins
Repo        : fedora
