I removed the directory and put the line I was given into a file
".festivalrc"

However /see the following when I try to use festival -/
[bobg@WS-1 ~]$ festival --tts tstgw
SIOD ERROR: unbound variable : voice_cmu_us_clb_cg
closing a file left open: /home/bobg/.festivalrc
closing a file left open: /usr/share/festival/init.scm
festival: fatal error exiting.
