Thanks, it appears that upgreek.sty is in texlive-was-9, but is not on F38. It 
is a F37 package. 

 $ sudo dnf provides */upgreek.sty

Yes, I appear to have. 

 $ sudo dnf install texlive-amsfonts
 Last metadata expiration check: 1:49:57 ago on Tue 25 Apr 2023 09:20:42 AM CDT.
 Package texlive-amsfonts-10:svn61937-65.fc38.noarch is already installed.
 Dependencies resolved.
 Nothing to do.
 Complete!

However, there is a version difference with the one in F37, where upgreek still 
works.

 $ sudo dnf install texlive-amsfonts
 Last metadata expiration check: 2:12:18 ago on Tue 25 Apr 2023 09:00:08 AM CDT.
 Package texlive-amsfonts-9:svn29208.3.04-60.fc37.noarch is already installed.
 Dependencies resolved.
 Nothing to do.
 Complete!

However, both systems happen to have the same file, however, the F38 upgraded 
machine (from F37) gives the error.


 $ ll /usr/share/texlive/texmf-dist/fonts/afm/public/amsfonts/euler/eurm10.afm
 -rw-r--r--. 1 root root 6.8K May 12  2012 
/usr/share/texlive/texmf-dist/fonts/afm/public/amsfonts/euler/eurm10.afm
