From what you have described your system is in a very unusual broken
state.  I may have missed prior details - when you say you can't
install applications, etc., what are the exact errors?  Do you have
cli access to Fedora?

Taking a shot in the dark here, but my *guess* is that either:
- your PATH environment variable has gotten lost or trashed - if so,
you just have to re-create or use full pathnames for commands
- you mistakenly allowed dnf to remove the bulk of your system - if so
you *might* be able to rescue the system using a "live CD" or rescue
mode from an install ISO, but it would be easier to just re-install
(assuming there is no critical data in the OS area, which I believe
you already confirmed there wasn't)
