I found that the following:

grubby --set-default=/boot/vmlinuz-6.17.1-300.fc43.x86_64

will at least set the default to the working kernel. Still no idea why
6.18.4-200 is failing, but it at least relieves some of the frustration
for now. I still welcome any troubleshooting tips. I have been running
memtest86+ without any errors, but I'll give it overnight. Seems way
too consistent and specific to be memory related in my mind, though.
