I can see it either way.  It makes sense that if you close a browser
tab to a website, that's when you've think you've quit it and it should
treat that as closed.  But if you've opened a link from a site in
another tab, it probably needs to consider that closing both such tabs
is when you've really quit.

Apart from tracking and advertising, some sites still use cookies for
their original purpose of maintaining some kind of internal status or
settings as you browse through their site.  e.g. A government site
where you have to complete several steps of some process, and you're
allowed to do so in any order that suits you.  So they can't all be
rejected as they come in, but can generally all be erased when you
leave.

And as another example, there's an on-line TV guide that uses them to
remember your location and preferred channels (fair enough), and so you
don't have to login again next time (not really a secure thing to do,
but this situation doesn't need to be secure).  They don't really need
a login for you, the cookies would have been enough.  But logging in
means you can have consistency if you use them on different browsers
and devices.
