The /usr/lib/systemd/something.conf files are the default
configurations used by services (they're supplied when installing
software).

The /etc/something/something.conf files act as overrides, you can
customise them to suit yourselves.  If you don't have one, the default
one is used.

NB:  Software *can* install a configuration file inside /etc, and you
would modify *it* to customise it, in that case (if you wanted to).
