I'm pretty sure it should be there. It's been a standard part of Fedora
for years now. Your installation may be faulty, which could explain the
strange behaviour you've been seeing.

I suggest running 'dnf distro-sync' to check (though I'm not sure what
it does if a package is simply missing).
