I just did this test and saw the same behavior. I'll also add that
pressing the up arrow after pressing the down arrow always returns me
to exactly where I was on the starting line before I pressed the down
arrow. All of this is as I would expect it to be, although I was
fascinated by how the tabs affect which way the cursor goes depending
on where you are on the starting line.

One other thing I'll add is that I use real tabs, as you did in the
above test, but some people use spaces for tabs. If I set up the same
example, but replace the tab with four spaces, the cursor stays in
the same column when I press the down or up arrow keys anywhere on
the starting line.
