It looks like this issue only happens when I try setting this parameter
to a string value with an ampersand ('&' symbol) in it. That makes
genieACS go nuts. Perhaps it is a bug in GenieACS with extended
characters like &?

That's definitely a bug. Update your installation and let me know if
the issue persists so I can try to reproduce it myself.
