Andy, well put. I think it offers even more than that. A common hosting API (to host dynamic languages inside CLR applications and to offer facilities for dynamic language implementations to access .NET objects (like IronPython's clr.AddReference and import clr ...). And of course tools for the language writer (AST and all of the other goodies).
This can be seen from the DLR hosting spec, which is publicly available at http://compilerlab.members.winisp.net/. And yes, from my understanding, IPY 2 is build on top of the DLR. (and IronRuby as well).
