After analyzing your logs I believe you're running into the issue where build-start performance is impaired when you have a large number of old builds in the cluster (regardless of what project they belong to).
it was fixed here: https://github.com/openshift/origin/pull/12623 So you will either want to move up to an origin 1.5 release, or use oc prune to remove old builds from your cluster.
