apt-get install mediaproxy-relay ;) If this is too terse to qualify as 'minimal', then the INSTALL file in the project explains in a step-by-step fashion, what you need to do to install it on debian. It also explains how to install it from source. Manually loading it is not necessary. The media-relay startup script takes care of loading it for you. The only case where this doesn't apply is if you do not use the debian packages and/or try to manually start the relay without using the provided init script, but for that case the INSTALL file tells you to use the debian startup scripts as examples and they load the iptables module before starting the relay.
