Are you sure the "loadmodule proto_tls.so" line was below the
"modules_path" one? Because if it was above, the modules_path wasn't set
and therefore it could not find it in the right directory.

OpenSIPS is trying to load the module, but it is unable to
find libssl file. But that file is in Linux lib folder and
is accessible.
On the same machine OpenSIPS 1.11.5 with TLS is working
perfectly. So ssl package is correct.
My doubt is OpenSIPS looking for libssl in a wrong folder.
