It works after I add below two lines.
Actually, I realize that if hep listener is not defined, opensips won't restart
normally.
listen=hep_udp:172.21.253.242:6666
listen=hep_tcp:172.21.253.242:6666
Now opensips send SIP trace to homer server using TCP.
Is there any config method to send using UDP, or HEP only use TCP?
