I do not know where in your setup Policyd is sitting, currently it
expects the first Received: line to be that inserted by Postfix right
before the content_filter. If the message ID is anywhere else and you
can show me where it is when being processed by amavisd, I can see if I
can pick it up.

Policyd does have a milter interface planned, the sponsor however has
cut funding for now due to economic pressure.
