I tried a long time ago (in the early cluebringer era) to but was unable to get 
policyd to like an exception with an empty value (<>, @, “”, etc). Is there any 
way to create an exception for these “RFC 2298” messages?

We are running policyd 2.0.12 with postfix 2.9.9 and amavisd-new 2.8.0.

I'd suggest upgrading to 2.0.14, and should it still not match, enable full debugging and all logging detail to try determine why. ref http://wiki.policyd.org/cluebringer.conf#log_level
