Got it. I've noticed that it spends quite some time in CREATE_IN_PROGRESS state for OS::Heat::ResourceGroup resource (on Controller node). Overcloud deployment fails after 4h. I will check in which config file is the overcloud deployment timeout configured and decrease it.

As far as I can say, this is perfectly normal. os-collect-config checks that path if there are actions to do (driven by the director). It might be useful to check in depth the status of the deployment, like described here [1], maybe you're just low in resources, maybe it's something different, but what you are seeing are not explicit errors.
