OK, this makes it clear. I have now checked other ARM distributions based on 
Fedora & Co.
Fedora ARM 20 includes no freeipa-* package, also no client. Starting with 
Fedora ARM 21 all packages are included but this is 4.2.2, but Red Hat 7 
includes 4.0.x. Maybe is 4.0.x not prepared for non x86 platforms.
Otherwise contains Pidora in all versions also the freeipa-server package but 
these are 3.x versions.
