I build on a odroid U3, because it has 2GB of mem.

For packages, there is nothing special. if you install mock, you should have 
all the dependencies. mock will find out itself what packages are needed in the 
chroot.

the few times I had lockups, they were mostly memory related. building took too 
much memory and the OOM-killer randomly killed something essential.

On pi's another source of instability is always the power supply.
