OK, got it: Quoted empty lines "> " have a trailing space which, according to format=flowed spec, is an indicator to remove the newline and append it to the previous line. I guess it's safe to consider a quotation mark (>) followed by one single space not being a flowed line and leave the new lines in this case. Fixed in https://github.com/roundcube/roundcubemail/commit/6d41d8fd4bbd. I hope that doesn't create any new side-effects. If it does, please report.
