"Reply" is a reply to the message sender in all mail clients. Sender is
an address from (Mail-Reply-To in supporting clients or) Reply-To or

You should know that we have smart reply-all button. When mailing list
is detected it uses Reply-List mode until you decide to choose Reply-All
from button menu. This is for convenience, because in most cases you
want to reply to the list not to all. No one wants receiving message
duplicates.
