I think it should go into defaults.inc.php in the config directory.
That doesn't work for me, I've added this config into every file (almost
adding it to motd...). So far I've disabled most of my plugins, I'm
going though them to see what's up, so far, not much (except that the
"listing/sorting menu" (gear button on the top left) overlay and "upload
file" overlays are displayed on top left instead of being centered..).
