There are two ways:
1. Check the spec file:
http://svn.rpmforge.net/svn/trunk/rpms/scponly/scponly.spec
2. Just try the package
I haven't tried the package, but I see the --enable-chrooted-binary
flag in the spec file, so I guess this feature is enabled.
