RPMforge also carry rssh which I've used in the past. It does scp, rsync,
sftp, etc with support for chroot.

You may want to check that out if you have too many problems with scponly.

The other thing I've used in the past is jailkit (RPMforge also), which
although is more Debian-based I've still been able to get it to work fine.
