The standard policy is not to replace base RHEL packages which is a
risky business.
I am not sure about this - there is plenty of stuff in rpmforge that
does over write base distro pkgs. While I *know* there is a policy to
only look at leaf nodes and tool's around the core platform - it might
be a good idea to actually write this policy down somewhere along with a
set of guidelines on what might be and what might not be reasonable.
btw, I maintain a fairly large set of 'core apps' that vary from the
distro. but I do so for my own use at the moment.
