If I understand well what you're trying to de,
the plot() should be inside the for/end loop.
A more convenient way would be to write:

t=0:0.01:10;
x=cos(2*%pi*t); theta=0
for k=1:4
y=cos(2*%pi*k*t);
subplot(2, 2, k)
plot(x,y);
end
