You may use LaTeXed labels, rotated with \rotatebox{90}{..}, as in:
plot(1:200)
ax = gca();
L = ax.x_ticks.labels;
ax.x_ticks.labels = "$\rotatebox{90}{"+L+"}$";
The angle in ° is anticlockwise.
