A new release of fmincon is available via the atoms portal:
atmomsInstall fmincon
The new 1.0 version is now compatible with Scilab 6.1 thanks to the
recent upgrade of sci_ipopt, which interfaces IpOpt
(https://github.com/coin-or/Ipopt). Former or actual users of fmincon
under Matlab should be able to port their code to Scilab with minimal
effort.
If you give it a try and have some problems please report them by
creating an issue at the fmincon page
