I think you are mixing things up. The wiki page documents how to connect Vista through the Windows Firewall using IKEv1. You can do that in Windows 7, too, but you'll have to do it in the Firewall configuration. The Agile VPN Client from the Windows 7 RAS uses IKEv2. It works (almost) independent from the other IPsec functionality in Windows. It supports Machine Certificate or EAP based authentication, but not PSK. See [1] for more details and examples how to configure strongSwan for use with the Agile VPN client.
