Vincent,
The tasklist report is for "tasks specified in the source code."   It 
does not merge xdocs/tasks.xml.  Thus my original question still stands.

I have the file xdocs/tasks.html, but a link to the generated files is
not appearing in the navigation bar?
o "target/docs/tasks.html" does exist will display correctly.
o According to http://maven.apache.org/reference/dirlayout.html,

will automatically add a link to this document if it exists in the |
xdocs | directory. It should be used to list a series of tasks for the
project."
