Downloads will be done to <file>.incomplete, which will be renamed if the download completes successfully. If you have a dodgy proxy in the way that says a download was successful (but isn't really), then the md5 check should pick that up later on. I'd like to unify these a bit more, but that is a challenge for another day.

You may find that the tasklist plugin did not build properly - also try looking in $MAVEN_HOME/plugins for a tasklist jar & directory
